Captain Koontz, a native of Elk Grove Village, IL, attended Jacksonville University on a Navy ROTC scholarship, graduating in 1990 with a Bachelor of Science Degree in Mathematics. Commissioned as an Ensign in the Navy Supply Corps, he reported to the USS SCOTT (DDG-995) homeported in Norfolk, VA as the assistant supply officer. ENS Koontz completed two Mediterranean deployments and served in Operation Desert Storm (1991) and Operation Sharp Guard (1993). While aboard SCOTT, he was promoted to LT and honorably discharged from Naval service in April 1994 where he pursued civilian interests in aviation.
Following the terrorist attacks in September 2001, LT Koontz enrolled in Dental School at the University of Nevada, Las Vegas with a Navy HPSP scholarship. Graduating in 2006, LT Koontz reported to Naval Post Graduate Dental School at Bethesda, MD for the residency program in Periodontics. Upon completion in 2009, he reported to NMRTC Portsmouth and successfully achieved board certification in Periodontics, promoted to the rank of LCDR and served as the Periodontics Department Head at Naval Station Norfolk. He later assumed duties as Dental Department Head, Branch Health Clinic Little Creek and promoted to CDR.
CDR Koontz transferred to 1st Dental Battalion, 23rd Dental Company MCAGCTC Twenty-Nine Palms, CA. He served as Company Commander, staff periodontist, and earned his Fleet Marine Force Warfare pin. CDR Koontz returned to Norfolk for a third time and served as Department Head, Branch Clinic Dam Neck NMRTU Oceana and Assistant OIC, NMRTU Norfolk. CDR Koontz was promoted to the rank of CAPT and was selected to be the Executive Officer of 2nd Dental Battalion/Naval Dental Center Camp Lejeune, NC.
CAPT Koontz is a Diplomate of the American Board of Periodontology, an associate member of the American Academy of Periodontology and International College of Oral Implantologists. His personal decorations included the Navy and Marine Corps Commendation Medal (3), Navy Achievement Medal and Army Achievement Medal.
